Dave Hyatt is taking GUI requests over at Surfin' Safari. He is one of the developers of Safari and former developer of Chimera. If you have a request for a feature (Tabs?) for Safari, get your tail over there to suggest it.

I have a suggestion…write your own code and quit pimpin out the GPL!! Just kidding. Tabs would be a great addition to safari, as I have said from the day it was realeased. Other than that, who can argue with the best browser Macintosh users have ever seen?? Not any mac users I know.
